QoS will not decrease an applications response time on a normal circuit.

QoS is only relevant when the circuit becomes fully utilized and then it only sets a priority as to which packets get sent first across the circuit. The inherent latency of the circuit is NEVER modified, only queuing delays when the circuit is fully utilized.
