One of the projects here is a VoIP pilot project. I came across this phone, but haven't been able to find an online source for it. One review in print did say it was a third of the cost of competing phones.

The ACT standard IP Phone is a full-featured telephone that provides voice communication over an IP network. This Phone acts as a telephone set, replacing a traditional analog telephone in an IP network. This is for application in integrates Voice/Data in the Intranet/Internet environment. It supports the updated SIP (IETF RFC 3261) protocol with 2 RJ45 LAN ports and LCM display.
